If an employee is absent from work undetected, it is management's fault (as well as the offending employee, obviously). Frankly, I don't think the union would even try to defend such behavior - they are pretty good at picking their battles these days.
I used to do this as a (union) desk clerk at the age of 17. I was often gone 4-6 hours of an 8 hour shift. The union didn't protect me - my co-workers and I gamed the system. If our boss had paid more attention, he'd have figured it out (ie how come I'm paying two desk clerks but only one ever seems to be around?)

Why blame the UAW? Blame management - that isn't protected behavior. Every one of those guys should be disciplined if not fired.
So stuff like this goes on in non union environments? Horse crap.
This is not a management thing (I am not endorsing management), this is the inability to fire union workers or enforce any discipline.
