My take is that the history books, if fairly written, will record that Bush recognized the festering conflict and that he was the first Western leader willing to engage. Bush certainly didn't start the problems in the Arab world, and he is certainly not the one who caused or allowed the attacks. Those responsibilities belong to this predecessors.
What he did do was engage the enemy. He didn't win because he couldn't win. We are in the early days of a conflict that will last 100 years, or more.

The best case scenario in the history books will still refer to the extremely poor occupation "planning" in the first paragraph.
